Embodiments of this invention relate to a projected-coordinate-system-based HD map creation method and vehicle-mounted device. The method includes: collecting localization data and sensor data of a defined region, where the localization data includes longitude and latitude; determining the median value of the defined region based on longitude or latitude; converting longitude and latitude into planar coordinates in a projected coordinate system based on the median value of the defined region; constructing three-dimensional coordinates based on the planar coordinates; and creating an HD map based on the sensor data and the three-dimensional coordinates. In embodiments of this invention, by determining the median value of the defined region and using it as the new datum for coordinate transformation—compared with using the central longitude of a region divided by the projected coordinate system as the transformation datum—when the defined region is a cross-zone region, the longitudes and latitudes within the cross-zone region, including those at the cross-zone boundary, are closer to the new datum. This improves the accuracy of converting longitudes and latitudes within the cross-zone region into planar coordinates, thereby making the HD map more accurate.
